Assyrian King Sargon 2.

Sargon II, who reigned from 722–705 BC, was one of the most important kings of the Neo-Assyrian Empire and the founder of the Sargonid Dynasty. Before embarking on campaigns, he would raise his hands in prayer to the moon god Sin, and at the end of the prayer, he would touch his face with his hands. The reason for raising his hands was to fill his palms with moonlight and transfer its protective power to his face. The relief was discovered in the palace of Sargon II Dur-Sharrukin (Khorsabad) and is exhibited in the Louvre Museum in Paris.
